Add Fmls_Se, Fmulx_Se/Ve, Smov_S Inst.; Opt. Clz/Clz_V, Cnt_V, Shl_V, S/Ushr_V, S/Usra_V Inst.; Add 11 Tests. Some fixes. (#449)
