Add FCVT <Hd>, <Sn> and FCVT <Sd>, <Hn> Inst.; add Tests. (#692)
* Update OpCodeTable.cs * Update InstEmitSimdCvt.cs * Update CpuTestSimd.cs * Address PR feedback.
