target/arm: Implement fp16 for Neon VCVT with rounding modes
Convert the Neon VCVT with-specified-rounding-mode instructions to gvec, and use this to implement fp16 support for them. Backports ca88a6efdf4ce96b646a896059f9bd324c2cebc4
