Split binaries for library and supporting tools

Tools now go to the Binaries/Tools/[Debug|Release] directory. OpenTK
remains at BInaries/OpenTK/[Debug|Release].

Mono.Cecil and IKVM now reside under the Dependencies/managed/
directory.
